General Directorate for Protection of Natural Assets
Department of Administrative Services

a. To prepare and implement the annual budget program for procurement of goods and services for the needs of the General Directorate in accordance with the Public Financial Management and Control Law No. 5018,

b. To fulfill other duties assigned by the senior manager in financial matters related to personnel, to carry out the duty of accounting officer, as well as keeping accounting records with regards to payments, etc.

c. To issue payment orders for all kinds of goods and services purchased as a result of tender transactions,

ç. To carry out warehouse entry and exit procedures, to ensure its protection, to carry out the necessary procedures for the destruction and sale of scrap materials, to prepare the account of goods according to the year-end counting procedures, and to make it available accordingly,

d. To carry out incoming and outgoing paperwork to our General Directorate,

e. To participate in the studies carried out by the units of the Ministry, as well as  supporting such activities,

f. To carry out the works and procedures related to determining and to supply all the maintenance and repair needs of the General Directorate Service Building, as well as transferring them to the relevant unit,

g. To carry out and control the General Directorate teahouse and other social services,

ğ. To collect and keep the documents of the Departments under the General Directorate,

h. To compile, sort and classify all kinds of archive materials so that they can be used at any time,

I. To take the relevant measures to prevent the destruction of archive material,

I. To determine the principles of benefiting from the archives, to evaluate the research requests in the archives and to give permission when necessary,

j. To separate the archival material that has completed its storage period as "to be transferred to the Institution's Archive" and transfer it to the institution's archive with logbooks or leaflets accordingly,

k) To carry out all kinds of transactions of the General Directorate personnel such as appointment, transfer, personal rights and retirement.

l. To carry out the procedures of the personnel who will benefit from the Additional Special Service Compensation (Major Project), Foreign Language Compensation, to report the leave, report, temporary duty status papers to the Personnel Department, to report the leave, report, temporary duty status of the personnel working in our General Directorate to the Personnel Department.

m. To calculate the salaries of the civil servants and to ensure that the accruals are sent to the Treasury Department of the Ministry of Finance to be paid.

n. To carry out the entry and exit procedures of the personnel who have just started, left their jobs and experienced a change of staff.

o. To prepare and pay the domestic and international travel allowances of the General Directorate personnel.

ö. To ensure periodic maintenance and repair with the controls of computer devices and systems, to make studies to determine the technical characteristics of the hardware to be purchased.

p. To fulfill the transactions/operations related to purchasing transactions and current expenditures.

r. To follow-up the processes and ensuring the procurement of goods and services required in accordance with the tender procedures specified in the Public Procurement Law No. 4734, Public Tender Contract Law No. 4735 and the State Procurement Law No.

s. To coordinate telephone subscription and usage, internet subscription services for mobile phones and tablet computers.

ş. Within the scope of the Public Internal Control Standards Action Plan, to coordinate the organization of the business processes of the units affiliated to our Department within the framework of Corporate Risk Management studies.

t. To refer to and following up the applications within the scope of our Directorate General, which are submitted to the Prime Ministry Information Acquisition Center (BİMER) and our Ministry's Information Acquisition Unit, in accordance with the Law on Information Acquisition No. 4982.

u. To prepare a floor plan accordingly,

ü. To identify and report the Personnel Needs

v. To carry out the Secretariat services of the General Directorate.

y. To carry out work and procedures related to Occupational Health and Safety.

z. To ensure that the works and procedures related to the Quality Management System studies of our General Directorate are carried out.

AA. To fulfill similar duties assigned by the General Manager regarding the field of activity.
